I have used the correct code to create the UID when adding users manually but need to make the UID static - I am updating Listmail form a Client database before mailing so the names and emails are current but what I am doing creates a new UID each time and the Link tracking is failing giving only question marks.  

I do have unique user ids with the pattern itms99 (99 = unique number) can I somehow use this as ID - I have tried to use it without encoding and the link tracking fails as well - does it HAVE to be encoded?

You should have more success using UID's of 7 characters in length, as this is what ListMail's link tracking expects.
