After struggling with it for 2 days, I got bounce.cgi and signup.cgi to work properly. Here is what worked, maybe it will help someone else.
1) setup and email account like bounce@example.com
2) Setup a filter in the control panel to forward all mail to that account to a shell
3) if your server doesn't have cgi-bin or bin directory in your home directory, create "bin" directory and put bounce.cgi in it, giving it 755 pervissions.
> mkdir bin
> chmod 755 bounce.cgi
4) in home directory create a folder .procmail
5) in home directory create a file .procmailrc which looks like this

DEFAULT=$HOME/Maildir/
MAILDIR=$HOME/Maildir
PMDIR=$HOME/.procmail
SHELL=/bin/sh
:0
* ^TO.bounce@example\.com
| bounce.cgi
----------------------------------
Now, the bounce.cgi is really in /home/username/bin/bounce.cgi but somehow it still works.
6) create a .forward file in your home directory to look like this
--------------------------------
"|/usr/bin/procmail -t"
-------------------------------
