Sadly it is required because many -more- hosts do not support email forwarding to CGI.  Basically, bounce.cgi needs to be rewritten in Perl and an additional MySQL config file (in Perl) needs to be added for those scripts.  

wget continues to be a popular method used by many many scripts to call a web page on schedule.  In my experience I have found wget or an alternative supported by about 90-95% of web hosts.
