In which directory should my cron go? Does it need to go in the listmail directory or can it be anywhere on my site, such as the cgi-bin directory?

The cron task is normally set up in your web hosting control panel or set up manually by your web host.
Only rarely do hosts allow you to enter cron tasks via a file in an FTP folder. If your host requires this they should specifically mention it in their documentation.

For best results you may simply want to modify the line in that help page and send it to your host to set up for you.
