mail config problems

I have been having problems and wanted to move to another smtp server for my mail. Here are the errors I am getting:

Testing mail servers..

[Bounce Handling]
Is enabled?  Yes, Using a mailbox
Connecting..
Warning: fsockopen() has been disabled for security reasons in /home/leadkeep/public_html/leadgen/editconf.php on line 1500
can't connect to mail.supernewsletters.com The bounced message mailbox is not configured correctly.

[SMTP Server]
Is enabled?  Yes
Connecting to SMTP server..
Warning: fsockopen() has been disabled for security reasons in /home/leadkeep/public_html/leadgen/editconf.php on line 1616
Could not find server!

The SMTP server is not configured correctly. Check your settings.


ALSO:
I am getting ready to move my entire listmail program to a new server with a static IP for better deliverability. Any suggestions on the easiest and fastest way to do this? Maybe a completely new install and import the existing databases? I have 250plus dbs setup now, each with its own custom html and responders.

This is a fatal restriction by your web host.  This host will not be able to use ListMail with the recommended method of sending (SMTP) and some other features (email checking, etc) may not work as well.

I recommend that you use PhpMyAdmin to dump your entire ListMail database (tables/data) then set up a new database and re-import the data on the new server.  Upload the new files, set config.php with the new access info, and you're practically done!
