I am getting this error message when I try to send a broadcast email. I am working with a database of 80 users -- about 6 emails get sent (according to the SMTP log) and then the following ten are skipped with the "excessive rate" error message before the server connection is logged out.

Is this a ListMail Pro problem, or a server problem (my serrver is clara.net)?

From the error message it would appear that your host has limitations on the rate of sending.  Unless they are willing to relax the limits your only option is to switch hosts or use the other less reliable mailing method, internal PHP mail.  It is recommended to find a web host with no limits on email, or at least supportive of the amount of email you would like to send.  I recommend contacting your host to find out their settings and to see if you can be exempt from rate-limiting for the amount of email you need to send.

Rate limiting is under consideration for SMTP but if your host's limits are too strict even that won't help.

I have contacted clara.net, and they have pointed out that the emails are not going through the correct server -- although ListMailPro, which you set up for me, specifies "relay.clara.net" the emails are actually being posted through clara.net's main serever, which has strict limits on email volume.

(The SMTP logs show that the emails are going through xxxx.clara.net, NOT through yyyy.clara.net)

It seems that the ListMail SMTP sever configuration is not correctly reflected in the actual email broadcast.

Can you help please?
