Can't import users from a CSV file

My first time trying to import users.
Got this error message:
Warning: move_uploaded_file(): open_basedir restriction in effect. File(/tmp/c1f28c91b.tmp) is not within the allowed path(s): (/usr/local/pem/vhosts/17325) in /usr/local/pem/vhosts/17325/webspace/httpdocs/mail/edituser.php on line 406 Could not move file.

What can I do?

My apologies for the delay - I've been working feverishly on the new site.  This is answered elsewhere in the forum but I have yet to get it organized so it's easy to find.

The problem is a web server setting.  You can either ask your host to allow you access to /tmp or upload your file into the ListMail folder via FTP and type the filename into the 2nd box on the Import page.
